Preventing Sexual Harassment

a. Generally speaking, sexual harassment refers to unwanted, sexually related behavior that the victim or bystander perceives as offensive, insulting, or threatening. Sexual harassment can be repeated and continuous, involving multiple areas, or a single serious or egregious act. Legally, sexual harassment can be divided into two categories:

(i) Abuse of power – Demanding sexual services in exchange for resources, promotions, or selection for positions.
(ii) Hostile environment – ​​Unwelcome sexually related behavior (physical, verbal, or nonverbal) that makes the surrounding environment threatening, hostile, or aggressive.

b. Coaches/staff must not sexually harass any individual or group.
c. Coaches/staff should respect all individuals involved in sexual harassment complaints.
d. Coaches/staff may not deprive athletes of training due to sexual harassment complaints.

Prevent Other Forms of Harassment

a. Coaches/employees must not harass, belittle, or disrespect anyone they work with based on their age, gender, race, ethnicity, nationality, religion, sexual orientation, disability, language, family position, or socioeconomic status.
b. Physical contact between coaches/staff and athletes is unavoidable when providing professional services; coaches/staff should ensure that such contact is not misunderstood or mistaken for inappropriate contact and complies with relevant professional guidelines. The needs of athletes with disabilities and those vulnerable to such influences must be taken into account.

Complaint Handling Procedure

  1. The complainant should file a complaint, in writing or orally, with a member of the designated Sexual Harassment Investigation Panel within 12 months of the incident. The person handling the complaint will be responsible for the case. He/she may also appoint another member of the panel as the responsible person.
  2. The investigation panel will conduct an investigation and collect evidence.
  3. If the complaint is valid and well-founded, formal disciplinary action will be taken.
  4. If the complaint is not valid, the complainant and the accused harasser will receive the investigation results. The complainant may appeal to the Sexual Harassment Prevention Committee.
All sexual harassment complaints received and processed will be kept strictly confidential.
